If you have a continuous bed of mortar it may not lower all the way the tub nowhere for the mortar to spread because it is just a damp mix.

I played with an open box lasco shower base at hd last night and the threshold is very rigid so that may not be the worry i was afraid it might be.
Use a trowel or cement mixer to properly mix the mortar and keep it soft until you are ready to spread it.
Should the roofing felt overlap itself at the seams and by how much.
